I have some fabric that looks like that cape, some in silver/black and some in purple/black. It's like 2 ply polyester mesh and one layer had a torch waved over it. Very stable as far as moopy goes..

Looks like the challenge is the shoulder area and making a collar stand up like that. Attached to the shirt/jacket?, or the cape? Does the jacket zipper/tie in back or pullover with side zippers/ties?

may be an upcoming project.....

I would say from looking at it...that the neck piece(standing up) and the brown leather pieces are part of the jacket/vest and the cape possibly snaps in place under those two major in the back.

Layers
vest
brown leather spikes
stand up neck piece...possibly whale boning...maybe just use thin plastic for stabilty, heat to bend to desired shape?
then under brown leather strip hidden snapps?
