who decides what art is?

so we are going to let the government decide what art is if
your quote rings true. art is what you can "get away with". i'm not sure it is that simple in my mind. this is all a fun game of opinion, of course....and why do museums have agreements with native americans about controlling and owning their ancient art?
oh no. just offended all museum curators. i love museums. i just learned of some more sad facts about native american oppression.
so now that i've found someone to talk about art.
does anyone find that attention and/or lack of, corresponds to the intensity and length of the muse?
i'm 48 and feel like art is just starting to come out as i learn about attention and the brain. and let my traditional views of art slide away.
so is creativity regulated by brain function solely or is there really an outside energy that our brain feels sometimes more than others??/

The artist decides what art is.
Art traditionally evokes emotion and emotion evokes art, but emotion is not art and art is not emotion.
Art is what is around us, it is what makes us laugh and cry, it is the beauty that we try to emulate and the history we try to preserve.
Art comes from the creator, the one that sees the piece (traditionally), music, dance, performance, spoken word or paint.
Art is what you are. Each a canvas, each the brush, each the paint.
Look in the mirror and see the beauty that is truly fine art.

What is 'creativity' some think there is no original thought. is creativity fluid ions, love, nothing, sonar, gas, that unknown elelement is is creativity in my mind? a word only.

and why doesn't anyone care about who owns art? i guess my real question is if an artists wants to share their art but the government or whoever says you may not because it isn't art. you create for no audience. do you create a secret audience, but now the feeling of the experience of the art is changed.??
