Cold Beer for Warm Cart?

So, I got me a cart and have this notion, tentatively titled, "Cold Beer for Warm", but need some thoughts on how best to make it work.

The basic idea is to push around a cart with two ice chests, one with a couple cases of assorted cold beers in it along with some ice, and one empty.

Aspects that need thought include:

1) Legality/appropriateness of this. Do I need a special BRC permit? Do I need to be a licensed bartender in the state of Nevada? All that time spent at bars that gift/barter drinks and I never thought to ask about the logistics before (or maybe I did and just forgot <g>).

2) Limiting the exchange. I am thinking one beer per person per day or something like that to keep from exchanging a couple cases 20 feet down the street and bringing the festivities to a screeching halt.

I am hoping to make the trip last an hour or two each afternoon and maybe get to meet folks within a half hour radius. Depending on popularity that might mean anywhere from 10 feet from camp to a half mile or so (might not need that boombox with the ice-cream truck theme playing after all).

3) Unpopular beer. Hmm, some beers are more widely desired than others. After trading around Monday-Friday maybe I end up gifting away a couple cases of, "Dreck Brand (tm)" at the end of the week (end of week frat boy ravers would love that Lucky Lager, eh?).

So, maybe it isn't beer, but bottles o' water?

Thoughts?

Hey Dman, I saw you mention this idea before and it kinda got me to thinking. Instead of a cold beer for warm, why not create some sort of a device that would quickly cool the temperature of the beer (or soda or water or whatever). If you have a spare jet engine laying around you might want to try something like this:

The PushKart Kamp idea is for each camp member to push their cart around at some time each day (you decide). Just wander around center camp, the esplanade, or elsewhere and offer "whatever" to the passing throng.
Totally up to you how you decorate your cart and/or costume yourself. What you choose to offer in/on your cart is also totally your call. It's a perfect way to meet folks and "interact".
So pushcarts need not be large or elaborate, but they need to have wheels and be pushed.

There was an ice cream vendor a few years ago who, before venturing out with his ice cream wagon, first distributed lots of "coupons" entitling the holder to one ice cream bar from the ice cream wagon which would later appear.
Then he travelled around ringing his bell but only giving ice cream to those with coupons.
It seemed to work. No riots. No complaining. He gave out enough coupons so folks without them understood it was luck, not exclusivity that determined whether you got an ice cream bar or not.
I also saw him give out coupons on the spot to folks whose story was especially heartwrenching.
As for alcohol, I've seen clubs serve drinks of all kinds, as well as playa cruisers, rolling bars etc. I suppose you could check with B'man poo-bahs to be sure. But then again, if you don't ask no one can say "no".

Just so long as you are not selling the beer or handing it out to minors, you won't have any problems. I don't drink beer but I think it's a fab idea for those who do. The rest of us will just chase down Chai Guy.
