It would be cool if we could seach by phrase. Let's say, for example, that one wanted to search for posts about "Center Camp". Right now, all we have is a Boolean thing that lets me search for "Center AND Camp" or Center OR Camp". Both "center" and "camp" are common words; one could end up pulling up a lot of extraneous posts.

I notice that the main Burning Man site already has such an option for its searches, so wouldn't this just be off the shelf or close to being so?

This board is an off the shelf package called phpbb. It's a completely different system from the rest of the BM pages, so things aren't really interchangeable.

At some point we'll switch to the newer version of phpbb which is a complete rewrite and likely has better search capabilities. I just haven't had the time or desire to go through all of that yet and nobody with the necessary skills has stepped forward and volunteered to do it.

php, html, mysql and apachie.

Oh and I dont know about Dork but for the rest of the team, a nice looking feather boa.

For this task, linux and mysql are probably the biggest assets. Also, the ability to muck around with a production server and not break anything, and the patience to wait months until the web team gets around to agreeing to give you access. php is also helpful as we'd need to modify the new install so that it more closely matches what people are used to seeing here. None of that is terribly complicated - I was able to fix a few bugs and add new features without ever having seen phpbb code before.
