The real answer to your question is that it cannot be answered, it's one of those thigns that no one could EVER possibly know, like, why is the sky blue? or why do some people have weiners and others dont?
There is far too much stuff going on that no one will ever know what really happens, i didnt even know there were sheep there until this morning!

Burning Man is actually a meeting of the True Secret Rulers of the World. Everything from the drug output of the Golden Triangle to the price of oil from the mid-East is decided during the week. The Man burning is just a clever way to dispose of all of the evidence. (Paper notes, tape recordings, etc are what is inside the structure. At least part of the fireworks are the ultra-high tech, not available to the general public, batteries in the recorders going off.)
The secret history of the event can be traced back to pre-Roman Europe, where the Celts would burn the effigy of a man (and, sometimes, a sheep) at the end of the meetings of all of the Clans. When the Romans invaded, they were forced to disguise their meetings as some sort of orgy of excess. The tradition has continued since then, moving to other parts of the world every century or so, to avoid suspicion.
Incidentally, thanks to technology brought to Earth by the Greys, many of the leaders of Burning Man are actually the same as the attendees of the pre-Roman, Celtic event. The occasional departures and changes of leadership are all faked. A few years later the same person is back, but with a different identity. (The tradition of costumes greatly helps, too.)
