A follow-up on this...I finally got a return call from someone at our city hall. She was very nice; but her only suggestion was to buy some cheaper gas cans and then take it to the recycling station.

It turns out you can't even bring it in milk containers--your gas has to be brought and LEFT in approved containers.

Doesnt that make sense? You try to do the right thing, and the bureaucracy burns you - it would take nothing for them to have a bulk container for you to simply deposit into.
