As I read and cruise the BM web site and am wondering about the camps.
Are there any burners in or around Simi or Ventura?

I'm sure there are at least a few burners in your neighborhood. Until they speak up you can check the regional contacts page ( http://regionals.burningman.com/us_ca.html ) to see if there is a regional group near you.

Will they let you set up camp before the start date? Like a day or two before?

No. That's early entry and you must be on one of the lists. Seriously. Not unless you're part of a crew or camp with name-specific entry. "Paiute Tribal Land & Pyramid Lake
On your way to Burning Man you will pass through the Paiute tribal land. Every year we affect the Paiute tribe's resources, whether it's a car accident or a swim in Pyramid Lake"
Wow who-da thunk-it we got us a Pyramid Lake to!

Welcome Simi. Pyramid Lake is on a reservation, and they do ask that Burners not become bathers (literally) because camp permits there are a big source of their income. However, you can purchase day or overnight permits. You can also take your chances with just stopping in - it's a pretty big and empty area - but I recommend you don't. not right.
Pyramid is closer to Reno then Black Rock City, and you'd probably meet quite a few Burners on their way in.
I went in early one year and dream of doing so again. For all the awesome fun and comraderie of Burning Man, its nothing compared to early entry. The aire sizzles with creativity and anticipation on early entrance.
