nah - build a set of stanadard gage rails all around the perimiter of the city, and set up a couple engines with flatbeds circumnavigating the city at about 2-3 mph. people could jump on and off to get around during the week.
on burn night, you reset the limiters, fill em up with pyro, and start em going full throttle in opposite directions from 6:00.

Additionally, I would suggest another flatcar in the middle of each train featuring a repeating super-soaker that shoots anti-patchouli from a sandbagged emplacement. This would not only protect the trains and their occupants from the hordes of tie-died scum demanding smelly hugs, but it would also have the ancillary benefit of a damn good light show as the anti-patchouli destroys them in a flash of pure energy.

I didn't mean to be off the boards this long, but I had knee surgery and it took more wind out of my sails than expected.
How painfully ironic that this thread has devolved into all noise - no signal.
Given that this is the eplaya feedback area, I am going to request that you stay on topic. My knee is already paining me and this discussion has me reaching for another Vicodin.
I've got one good leg still and will delete your posts and/or boot yer asses out if I can't keep this a civil forum.
