What happens to art grantees' money if they don't make it?

What happens to art grantees' money if they don't make it?
Im just curious, what happens if you recieve an art grant and fail to fundraise the rest, or you fall off your sculpture and get paralyzed, or whatever. Do you have to give the money back? or is it just like "its yours now even if you dont show up..." How does the BMORG prevent abuse? (I mean, I could write a pretty powerpoint proposal for 10 grand and it'd be damn convincing.)
I'm not a grantee nor would I abuse the grant, I make a regular habit of wasting thousands of my own money on art projects, if i happened to get a grant it would go to VERY good use. So please dont bash me.
(also please excuse any typing mistakes, I just put my sewing machine through my fingertip sewing fun fur. ha ha.)

the money is expected to return and is in the contract.. though i think the collection efforts are not so great.
