How do they define "emergency calls" ? No phones out there, so it must be something people had to seek out. Maybe the heat dust and wind kept people from seeking help in marginal cases? Or rangers were harder to find? Fire and medical are serious enough that people would make the effort, and medical stations are on the map.

Just curious where you got your info from. Because?
Well, it doesn't quite jive with my (admittedly) anecdotal experience.
Desert dogs drink deep.
I found the 2008 report:
http://afterburn.burningman.com/08/play ... gency.html
"EMERGENCY SERVICES DEPARTMENT ON PLAYA
Medical Branch Report
Approximately 53% of the total patient volume involved minor injuries such as blisters or cuts. Other common patient categories included eye problems (7.5% of total patients), dehydration (11%), and wound rechecks (8%). The remaining 20.5% of the total patient volume comprised of all other medical categories, including lacerations requiring sutures, allergies/insect bites, burns, abdominal pain/diarrhea and urinary tract infections (each representing 1-4% of the overall total patient volume).
The numbers for alcohol- and drug-related patients continue to be remarkably low for an event of this size. 2007 showed the largest spike in drug-related patients ever in the history of the event (79 total, up 400% from 2006) and but 2008 the average returned to range seen normally in previous years (32 total, down 247% from 2007). The 2008 numbers for drug-related chief complaints is also 21% lower than the running five year average which is currently 39. The statistics for alcohol-related chief complaints continues to be low, with only 14 reported this year, which is 36% lower than 2007 and 33% lower than the running five year average, which for alcohol is 21.
Of the 36 patients transported (a decrease of 46.3% from 2007) to Reno hospitals for additional care in 2008, 17 were stable patients transported by ground ambulance, and 14 were flown out by helicopter.
There were no fatalities this year during, or attributed to, the event."

My virgin year ( '05 ) was by far my favorite. I did not read the guide lines , showed up with my beloved dog that was dying of cancer and the greeter was totaly understanding and turned me away in the most respectfull manor. I got within cell phone range ,called my niece and she picked my dog( I got the dog from her) , Ty would have loved it there because he had been on the playa before( not during the burn ) He was my company mascot! Everytime I go I think of my best friend ( Ty ) and the lady at the greeters station. She had compasion, so I knew I was amongst friends! Ty lasted quite a bit longer than the doctors said, and so do the memories of my first burn. Ty was a 130lb yellow lab, I now have his grand-daughter. And to the LADY GREETER .....God bless you , you are a beautiful person, and caused my addiction to BM!!!!!!!!!!

The statistics (I believe) come from a combination of dispatch records and paper records kept by ESD and Rangers at their respective stations to cover walk-ins, people who use the MURS 511 system to reach the dispatcher, as well as reports of incidents where a resource is dispatched.
From my personal experience, 2007 was just a nuttier year. Sharp increase in population, a suicide, the early burning, the full moon, deceptively nice weather then two days of particularly rough dust storms.
