Do any of you go to 4th of Juplaya?
I was thinking about it...in lieu of BM. From what I've heard, it seems a little more "me."

There is no ice, no fenced in area, no potties.
It is camping trip in the desert, long before BM started.
Pershing County allows for fireworks and firearms.
Folks are camped all over the playa, hopefully in the dry areas.
There's many congregated around the hot springs.
You will also see many BM camps there, like a dress rehearsal for BM,
trying out their new projects or builds.

I interpreted it as either those who do go to 4th of Juplaya are spread out across the playa, as in Eplaya/Burning Man in general (ie, there's not one specific group who go to 4th, but people from various/misc. theme camps and playa sectors)
or
that those who go are physically spread out, camping wise, wherever they please (as opposed to when you show up for 4th of Juplaya, people camp/hang out in a centralized location).

You can purchase them year round in Pershing county.

Well, I live here, and I was there last year, and your friend must not have been in Pershing county, because there were a couple of hundred people letting them off, and the coppers weren't bugging nobody, as long as they were across the Pershing County line...maybe your friend didn't know that the playa has different County lines that it crosses and he was in the wrong county ?
The locals have been setting them off out there since fireworks were invented(metaphor), no permits attained.
And BTW, that BLM link you gave us isn't even for this state.
There is a permit you can attain , to "legally" set them off, but the BLM doesn't enforce the law out there, as long as you are not being a jerk and are 300 feet from any vegatation, and I know this because I've asked them myself already, face-to-face, on the Playa.
Also, if you are on private land, they can't do a thing about it, and the Frogponds is where half of the people are on the 4th, and it is private land.
Oh, and my name ain't penis, so fek off yerself , potatoe head boi.
