Art Car Cover

Looking in to building my first art car. I have decided on what I want to do but I am having a problem locating information on how to cover it. I've seen some cars that have a cloth cover that is stretched over a metal frame. What is this stuff and how do I find it or even how to use it? Searched all over for info and no luck so far.

Im not completely sure what your asking...but it sounds like a spandex type material and might I suggest pvc frame? much much lighter!
