Definitely hard to tell, it's that word "promotion". It means what it means, but why are they looking for donations? I tried to read the proposal, but that link was broken. Nothing looked especially commercial in their slide-show of what they provide, just projection light decorations.
Unless they are meaning using their projectors would actually BE the promotion and draw for a stage that uses them, which in return would be promotion for them when people that are awed by the effects ask where they got them?
Maybe someone should actually ask them?

I read it as commerce, pulled it for now (safely copied and stored). I did ask them to clarify. I asked the other mods if they think it is commerce. If the VJs were asking for barter, maybe ... but grants donations and sponsorship all mean cash money. Too close to the line in the grey area.
If they can tell me why it is not commerce, it may be reinstated. I was not comfortable with it as posted.

Didn't see the link, but there is also product sponsorship.
Can be commerce or not, in the real world.
Can be done as a prize, as ford does for specific performance, general goodwill or an outright gift, or for specific consideration.
Always easier to get than cash, though some products have so little margin that it's the same thing.
