DMV pre-registration

OK, I know motorized vehicles need to be pre-registered (deadline July 15), but do mutant vehicles that are pedal (or otherwise) powered need pre-registration too?

OK, I'm not talking just a normal decorated bicycle, I know just a bicycle does not need registration (hmmm... or do they?) - but what if it is a large (eg multiperson) pedal powered vehicle?
What if it's a one-person "bigger" pedal power vehicle (eg like my pyramid-bike last year:

I only ask as the M stands for Mutant and not Motorized.

I have wondered this as well. We are considering bringing a 3-person pyramid bike (roughly 10'x10'x10'). Would it need to be radically iluminated to ride at night (a good idea in any case) or would a few bike headlamps be enough to avoid DMV scrutiny/impound lot?

Taken to an extreme, I have been toying with an idea for a large "party barge" that is 4 of those treadmill-like hamster wheel "vehicles" (that someone had one of last year - way cool) as the wheels of a large platform. People provide the motive force if they want to move the barge (and by moving wheels in different directions the whole thing can rotate to set a course). Totally "people powered" except for the lights, but appx. 20' x 25' x 20' in size (deck is 12' off ground) and weighing several tons.

If I showed up with that this year, no pre-registration, would I get in with it? Or would it go straight to the impound lot?

My understanding is that only motorized vehicles need registration. I guess there haven't been enough serious injuries caused by mutated bicycles to warrant more regulations

Illuminate it

My pyramid last year (with an 8ftx8ft base - and being a strict geometric pyramid was only 5ft6 high - a little close to my head when sitting on the bike) NEEDED illumination seriously - there are just too many people around to bump into and don't see the base (as pyramids are quite wide) - even with lights.

Note: Your illumination is REALLY so others see you (rather than to allow you to see where you're going). So illuminate the base if nothing else. Being 10ftx10ft, ELwire around the frame would probably be best (and look cool). But... what *I* did last year was to have a few LEDs at the front/rear (corners), although I did buy more (1000 in all), but ran out of time to put the entire pack of LEDs around the entire pyramid framework

Remember making things take A LONG TIME!

This would be fun! Like a people-powered sand-crawler. Or put floaty wheels under a platform and just have push-poles out the sides for volunteers to provide power to.
