ADDY, Wash. -- A man the Southern Poverty Law Center reports has ties to the neo-Nazi group National Alliance was arrested in an FBI raid on his home in Addy, Wash., Wednesday morning in connection with the attempted bombing of the Unity Parade on Martin Luther King Jr.â€™s birthday.

Kevin William Harpham, 36, of Addy, was taken into custody Wednesday morning at his Addy home. He was scheduled to make a first appearance in federal court in Spokane at 3:30 p.m. Wednesday.

Early Wednesday morning, FBI agents contacted Stevens County officials and asked to borrow some road equipment. Agents then moved the equipment, a backhoe and two trucks, to a position near Harpham's home and pretended to work on a culvert, staging near his home and keeping the area under surveillance. They also placed a 3-mile No Fly Zone into effect before they executed the raid. Neighbors reported hearing an explosion and went outside to see Harpham being arrested on the road near his house by FBI agents. The back window of a small maroon sedan appeared to have been blown out.

FBI agents executed the search warrant on Harpham's home while Washington State Patrol troopers set up a roadblock on the road leading down to his home.

The FBI has not commented on the raid, but the criminal complaint against Harpham, filed Tuesday in U.S. DIstrict Court in Eastern Washington, alleged that on or about Jan. 17, Harpham "did knowingly attempt to use a weapon of mass destruction" in that he placed an improvised explosive device along the Unity March parade route on Martin Luther King Jr.'s birthday. The complaint also alleges that Harpham had in his possession an IED not registered to him, in violation of Title 26 of the US Code.

If convicted on the first count of attempted use of a weapon of mass destruction, Harpham could face life in prison and a $250,000 fine.

The Southern Poverty Law Center confirms that Harpham was a member of the National Alliance in late 2004. SPLC calls the National Alliance one of the most influential hate groups in America in the past 30 years. The group, based in West Virginia, was formerly headed by William Pierce, author â€œThe Turner Diaries,â€

...but most likely to register it requires a "tax stamp", which may or may not actually be obtainable. A "machine gun" or "silencer" also requires a Tax Stamp...and the registration form requires that you list your reasons for desiring to own one. It would be difficult to imagine a legitimate reason to want to own an IED (unlike a class III weapon).....try having this conversation at your local Sheriff's office and see what happens....so it is most likely a catch 22 - try to register an IED, get in trouble. Get caught with an un-registered IED, get in trouble. All very constitutional and all...but leads to some funny statements like in the News story...
