Doesn't take a whole lot of thinking. GWB was a white guy, and monkeys have a different connotation and history when they are used to portray a white guy than they do when portraying a black guy. For the white guy portrayed as a monkey the meaning is he is silly or stupid. For the black guy it is implying he is subhuman.
