Well I sew but I like to start with the bones of something and "up cycle"
I've had wonderful luck thrift shopping but my fave haunt is craigslist, I've found kilts, faux fur coats, marvelous boots. Try unique querries like
faux fur,Gladiator, platform boots...you name it. People spend tons on Halloween and then think hey I'll sell it to re coop.
New is easy ebay, amazon, heck google playa wear and you'll get someone elses idea of what that should be but I encourage it to be what your idea of it is. hope I helped

Burning Man isn't about the stuff you see when you get there ....it's about the people that brought that stuff there

It helps to know what you want to look like first--to have a concept or goal. Then you can actually build the costume best, and ask questions. If someone said "I want a custom leather masquerade mask" or "I want vertically striped stockings" or "I want a short green wig", that's easier to answer. So perhaps figure out how you want to look.
How you dream of looking.
But if you don't know what you want and need inspiration, thrift stores in teeny tiny towns (true vintage, low turnover) or the largest cities (overpriced outrageousness, newer stuff) tend to be the best.
University costume shop sales are also good, as are uniform stores, import stores, Ross, TJ Maxx, and clothing stores aimed at teenagers (for day glo and random weirdness). Fabric stores can also be inspiring.
I actually hit the costume store last.

Yeah, I've checked around etsy a lot. I'm not a fan of Ebay anymore. My friend has gotten quite a few custom hats made from http://www.doriumlux.etsy.com and she seems super impressed with the quality of the stuff there, she also said everything is customizable for free. Sounds exactly what I had in mind!
