I feel like the more infrastructure or safety oriented the department, the less points it should be worth. Something like :

Nah... just the other way around. The more infrastructure they are, the more they should of known better and thus the more points when they come in here begging and claiming "they never knew".

Agreed, because of rarity. We're not seeing much from those areas (thank goodness). There are claims, but in most of those cases no one can substantiate that the person is who (or what department) they say they are. Working for a couple of hours with DPW on the day after Labor Day (and failing to leave a name) does not make you DPW.

I imagine that there are folks in specialized areas caught without, but they're keeping it between friends.

Sorry but I feel as though you have overlooked a " in addition to" heading or "offering". In addition to the money they will pay for a ticket people have been offering- Holistic healing, a pie, a "treat", free meals all week, beautiful fully equipped camp, personal fresh vegtable chef, a reserved seat at their bar anytime, personal bitch, massage, MV rides all week, much love, gratitude, beautiful vibes, handmade whatevers and so on. Didn't mean to put more on your plate, but I feel as if these should not be overlooked.
