Foxfur, there will be a lifeguard tower at (I believe) 4:30 and Esplanade. I'm going to pose in uniform there. You should too, unless you've never been certified, in which case I will purposefully @#$% up your shot.

It's emphasis. I think it's used with positive answers to questions: "Why, yes," "Why, of course". Like so many things, asking native speakers is possibly difficult, because we do it, but aren't aware what we are doing or why.

Misa, it's slightly old-fashioned thing to use "Why" at the beginning of a sentence for emphasis, so now people sometimes do it because it makes things a little funnier. For example, if someone offered you a ridiculously strong drink, and you replied "Why, I never!" . . . it's funny. 
But it can also be sincere. When someone says "Why, yes" or "Why, of course!" they mean it strongly. They mean that there was no doubt that the answer to a question was always "Yes".
