No - its not - the LLC is trying to get the population bumped up to 70k over the next couple of years and I believe that the passing of the BRC City Planner just prior to the burn might have something to do with it. I am sure that the death of someone so involved has had a profound impact on those he worked so closely with. Besides - the announcement of the theme so soon is a fairly new occurence.

There is also a thread on this already.

I think Rod Garrett's passisng is slowing the process down, The time spent on the writeup was repurposed towards memorial, we will all know soon enough. I was shocked when i saw the theme posted on the way out in 06, it ruined the game my brother and i played being the one to find the new theme first. I remember the theme being posted in Nov. before if i remember correctly.

The 70K population target, btw, is a goal for 2016. And as I understand it would likely require quite a bit of roadwork to accommodate exodus as well.
