Until resolved, I would start privately documenting on paper your relevant day to day work activities and assignments etc., including times and dates, keep this safe at home, and consider a backup copy stored elsewhere, definitely not at your work location.
Do not let them know you are documenting the situation..

In a situation like this, you should get all your instructions in writing. If your manager wants you to do something that you think is not part of your job description, get it in writing (email or whatever). Oral communication don't go a long way in these cases. You need in writing that says that you are doing this based on your supervisor's instructions. I would also start a written communication regarding every process involved so you have a paper trail. While this will help you save yourself if you get in a soup, if it were me, I would directly talk to the manager and communicate the fear you have about doing something unethical, and if necessary even talk to the Human Resources (anonymously).

MDF, it sounds like you feel that this is a violation of HIPAA rules. I think HIPAA is yet another government edict gone wild. If you are a professional healthcare person, and asked to enter medical information into a database, it sounds like that would be a legitimate reason for having access to that info.
My company does work in various businesses, and there are several nursing homes in the customer base. I got a very long form in the mail that appears to be attempting to make my company a mandated reporter of suspected abuse.
We know nothing about the individual situation of the patients, and it's possible to find someone restrained for their own safety or a person erroneously complaining due to mental issues they may have.
I have chosen not to sign any paperwork that would drag me into the middle of something I know nothing about.
In your case MDF, I would definitely ask for an explanation and instructions in writing to cover your ass. Those instructions can give you the "required authorization" to do your job without fear of prosecution.

Yep, Sham, I am pretty convinced it's a fucking HIPPA violation, and, yeah I know that set of regs backwards and forwards as I deal with HIPPA issues every day. And I have no problems accepting or sharing PHI in every allowable instance. But I have been through the regs again front to back and find nothing to permit what I am currently tasked with. Which SUCKS since I really like my boss. So, I had a meeting with her first thing yesterday, told her how I feel, and said I would not be doing this.
And I have filed a report with our Corporate Integrity office.
So now I feel better. I probably won't be fired over this. Probably. Retaliation for reporting is supposedly prohibited.
