They might be simply drawing all the tier 3 while they draw tier 1, because their are more tier 3.
They originally stated that the tiers would be drawn in order. But if they're were more tier 1 and tier 2 tickets than are available, it would make since if they jumped right to tier 3 since folks that approved up to tier 3, wont have a chance at a "left over" tier 1 or tier 2 ticket.
All speculation of course (obviously), but something to do while we wait.

yes I'm aware of this change of delivery page, but it doesn't change the fact it's a BMorg fuck up.. Well, just got another text from her that says that she did in fact register for a $240 ticket, but they charged her for a $390 one.
