Tickets Offered/ wanted locked?
Just out of curiosity, why are those threads locked? Is it to keep scalpers out, or to keep burners from selling the own tickets without using the STEP program?
I understand the prevention of keeping the scammers, et al, at bay, and I'm sure if folks have an extra ticket, it'll go to friends or family, so humor me. Why are those threads locked? Just wonderin'...

Sometimes I'm confused by what I think is really obvious. But what I think is really obvious obviously isn't obvious.

Because they're pointless as you cannot transfer tickets even if you wanted to until June. Those threads would basically become IOU threads, or just plain ol' clutter.

BBadgers guess is correct- the threads are locked until there are actually physical tickets to transfer.

What they said. Until fulfillment happens in June, no physical tickets to deliver and no ability to transfer will call ticket ownership.

But, but what if someone has won tickets and then they died! And now the tickets are going to waste...
I know it's not even pertinent, if a dead man isn't going to sell his ticket in June, he's not going to sell it in February, either. It just popped into my head...

I hate those types of cups/saucers. My grandmother has those and they're terrible. Tacky, prone to breakage, hard to grip on that goofy decorative candle, non-microwaveable, some damn flowers peeking out from the interior... I actually know someone who sold two tickets from a dead person last year. The owner of an estate sale company was cleaning out the home of a person who had passed away. There were no relatives so the county took control of the property. She found the tickets on the refridgerator door and knowing that I attend BM she brought them to me and asked if they were real. They were indeed genuine. She put them on CL and sold them for face value, in less than fifteen minutes. (This was mid August).
After selling the tickets she removed the add, but the calls kept coming for several days. She now wants to attend and see what is so special. Needless to say, she did not enter the lottery so her chances this year are a little slim. And I had been trying to convince her to attend for several years now....
Go figure.

There is a conundrum. Physical tickets don't show up for months, as pointed out. But people also need to know ASAP if they are going or not -- for many finding out in the summer just isn't suitable. Only some will get through STEP to solve this problem.
However, to buy a ticket today requires a lot of trust -- even if money does not change hands until the ticket shows up. (Payment later requires less trust as the seller can surely find somebody else, but the buyer has to worry that not having paid that the seller might change their mind.)
So this will work with tickets pledged in the social network -- if it's a friend or FoF, and they screw you over, it will come back to haunt them. If it's a random stranger you met via ePlaya, there is less protection. And the argument is, why not offer to STEP instead of to a random stranger found through an online thread?
If you do make a deal with somebody to buy a not yet physical ticket you should pay some now and some later. The reason to pay some now -- even just $1 -- is that this makes it a legally binding contract. A contract is not valid unless something of value changes hands. A promise to sell you a ticket when it arrives in June is just that, a promise. A pledge to buy a ticket for $1 is a contract, and can be legally enforced, typically in small claims court. "Consult your lawyer for full advice."
