I don't know if it has been brought up or not, but the whole purpose of plonk as I see it is to quietly ignore someone. It seems in very poor taste to plonk someone (= ignore them for your own good) and then turn around and talk about them and make a big showing of how you've done so -- completely totally failing to..well, you know, ignore them.

Those are the ones that rarely get plonked with me. They're entertainment. The people I plonk are those I don't want to spare any attention, either in reading posts or replying to posts--like that glitter-louse amateur troll.
