Generally save it as the same format of the original file. If in doubt, save as JPEG.
JPEGs have a quality setting, which affects their size and how they appear. For forums, you can usually get away with as low as 50% quality. You'll probably be able to preview it to see what is best. Beyond 80% you generally have diminishing returns.
For forums, you should never make images larger than 800x600. 640x480 is probably appropriate for most things (the size of the image above). More than that and it should have been cropped/resized smaller to concentrate attention on the subject of interest. Plus the forum will add scrollbars to your image which will diminish the effect. If it's a photo that you want to be big, link it off the forum to Photobucket or somewhere else. The worst is when someone takes a 10MB cell phone camera photo of an object that takes up about 5% of the photo's area, and only the background is in focus.
