I had a very similar idea but using a long vertical chain of 5' balloons and clusters of RGB LEDs with WS2801 shift registers attached to an Arduino mini bit banging out the code to animate the chain.
My main concern with your design idea is the longevity. Duct taping the LEDs directly to the 3v batteries leaves you no way to turn them off and on. So.. you get one shot to assemble it all and float it.. for basically one night only.

I'm still dying to know how after all those equations to figure out tensile strength and load bearing capabilities of differing materials that an on/off switch was never factored in.
