I'm not sure if they will work that well on playa, you have to go pretty fast for the patterns to look right. I've never used them though, just what I've heard.

I just ordered these on the 3rd and they got shipped super fast, showed up on the 6th.
The averages to about 7 bucks each. Plus you can get free shipping I think.

I got some Bikeglow EL-wire kits and they sure chewed through batteries and weren't all that bright. By the end of the burn they were just a taped up mess and I didn't even bother taking them off the bike after the burn since I was pretty disappointed. I used last year - some ones I got from another place that offered a BM discount, I can't remember who. - they worked perfectly out there and are still going strong! Interesting enough, I actually ordered some bikeglow ones last year in well enough time for them to have been shipped to me before I left - and they ended up getting to the house I think on Monday - so I didn't have them out there. I've been using he BG ones on my bike at home - when I go out. I'm intrigued by how 14 little lights in a straight line can spell out words...... Thought maybe you'd need a bunch of them for that to work, but not a single site mentions this.
I guess I'll just go to work confused this morning.

They work kind of like these fans. By timing the lights so that they turn on at specific intervals that correspond to the position of the fan blades. Couple all that with with the persistence of light that your eyes see, it make them appear like words or other graphics. Check out image #2 on the above link. It shows the effect better.
CRT TVs (the old ones before flat screen LCD or plasma screen TVs) work on the same sort of principle. A scanning beam draws the image very quickly, causing the phosphors on your screen to remain bright long enough to look like a full image. It's so fast that it doesn't appear scanned.
For the tire lights, they're timed with the spinning of the tires, so they only need those 14. Whether someone will actually be moving fast enough on the playa to spell out something--especially this year--is to be determined.
