The people on the left side of the pic are obviously real, but look at the people on the right side close in to the base of the temple. Those people sure do look a lot like artist rendered people. I wouldn't be surprised if the Man was an architect rendering superimposed on a real picture of the playa.

I think the most obvious part is to the lower left of the base, where the sky meets the playa. There's a big rectangle of.... something. Then on the far left the sky overlaps the playa.
