I guess it does matter in the case of Burning Man if BLM has a hard-on against Marijuana. I don't know if they are prepared to make possession of marijuana a federal offense.

The rocket clubs use the Blackrock as one of their venues.
Sturgis is not centered on one 5 square mile tract of land - people stay in campgrounds and RV parks for 50 miles in every direction.
I say Southern Oregon on the turf farms, Farther drive for most, shorter drive for many. Would be nice to have a permanent site so infrastructure can be laid down... I for one wouldnt miss the dust, but spend 2+ months a year on the Blackrock as well.

IIRC, 007 had suggested that buying the turf would be cheaper than the rent on the playa, and, the farmer loses nothing, and if any is left, gets some "extra" to sell. Otherwise, harvests the dead, trampled stuff and replants, just as usual.
also with burning stuff: since the top layer of soil is removed with the sod, cleanup might even be easier? and it' could probably be taken away, tilled and reused for sod later in the year.
I don't know about mud, Fishy.......of course, weather can never be predicted, but, not only do I bet it drains well, but I'm sure provisions for it not to be watered, well in advance, could be made.

The weather is not that much different in Southern Oregon. Its only 150 miles or so from the BRC as is and as far as it getting muddy, the farmer simply does not water it. Without irrigation the ground will harden up sufficiently to drive tractor trailers on, same way they harvest it. Would be nice to flop down at 0300 in the grass and watch the stars. Moop would be easier to catch as well since the little stuff wont keep blowing away like it does in the desert.
