As per the forms page, registration is open from 20th of February through 15th of May.

the deadline mysteriously shifted back to the Ides of March...which has unfortunately just come and gone.

Well, not mysteriously so much as "as covered in the Jack Rabbit Speaks, starting date for registering projects was pushed back to March 12th at noon" 
The deadline has not yet passed, you've still got until mid-May to get those MV's registered.
