I want to join a theme camp and start helping create and contribute to as soon as possible. I am an artist as well as many other things and want to contribute my skills to a group creation to be able to give to the playa Does anyone have any advice or tips on how to do that?

There are a lot of Oregon Burners. I strongly recommend you meet your locals if you'd like to work with a nearby group.

However, you needn't (necessarily) be local to a theme camp to join one. You can also peruse the 2013 Theme Camp forum or the Theme Camp list on the main site (check with them to see if they're coming back in 2013) and meet up with a camp on the playa.
When you have a choice, however, it can be reassuring to actually meet & chat with your fellow campers before you camp with them.

Being specific about what you want to and what you can do will help.
And being "proactive" and making the first approach is going to pay off much better than waiting for someone to contact you on the basis of an eplaya post.

If you join the Facebook group, you'll start seeing the weekly event: Woosday.
That's where a bunch of the Portland folks gather at Roadside Attraction in SE and drink/mingle. There's a fire. It's nice. Tuesday evenings, starts early, goes til around 11 I think.
There are folks there that do stuff with our regional core burn, DPW folks, people who bring large camps and other projects, etc, etc, etc. I think there's a pretty wide representation of folks there.
