If I want to build a car over the summer (something small: a mobile picnic table), should I fill the form out now?

What if there is only a 50% chance that I might do this? What if I get inspired to build something totally different this July?

You may not bring a mutant vehicle to Burning Man unless the questionnaire has been filled out and then subsequently approved/invited to bring to the playa (where it will still need to pass on-playa inspection). If you just make and bring something anyways, you risk it getting impounded in D-lot for the entire week, as well as potentially making it more difficult to get approved in subsequent years. If you get inspired to build some completely different thing in July, awesome - start working on it for next year's burn.

All this info should also be available on the 'Vehicles At Burning Man' section of the site, which you should read through before considering building/bringing vehicles to the event.

As Trilobyte said, you really want to read the info on the Burning Man Website prior to applying.

In addition, It's important to understand that as the DMV can only license about 1/2 of the vehicles that apply each year, you really want to have a clear idea and design plan well thought out before you submit an application. If you are unsure about what you are going to build, then at this point, with just a week or so to go before the close of registration, the best answer would really be to consider working on your vehicle over the the next few months and consider applying to bring it to the playa in 2014.
