Don't worry, the balloons will be mounted in the net, so they won't be MOOP.

I want people remember the Beer on playa...not the MOOP maker in shape of beer.

Not to be difficult or anything, but you could possibly use those fake balloon things that car dealerships use. They're heavier and don't deflate, so they wont be blowing too far if they get loose.

Of course, they're bulkier and more expensive, so....
