Quick question: does the previous year's MOOP map influence a theme camp's ability to get placement the following year?
The Robot Heart camp seemingly left a nasty MOOP mess last year, and now, rumor has it, they didn't get placement in 2013.
Separately, does the MOOP map influence art cars' DMV permit approval? In other words, can an mutant vehicle permit be denied because its camp left a mess the previous year?

My understanding is that yes, bad moop can result in no placement. Not sure if that could also mean no MV allowed. That would be a separate decision.
ETA: And I just realized Heart Deco and Robot Heart are not the same. I mean it seems obvious now that I see it, but my non-dancing brain must have just gone "Heart+MV+rave = not interested"

The DMV and Placement are separate departments, so unless the source of the MOOP was an unfit vehicle leaking oil (etc) the two issues would probably be handled individually. Robot Heart hasn't announced anything here on the board as of yet, and as far as I can tell they've been quiet on Facebook. Support camp placement announcements didn't start going out until this week though, so it doesn't seem like them being quiet about it is unusual. Though they aren't usually active on the boards, if anything there's a post from someone just before the event talking about their schedule. I'd be wary of trying to read anything too deeply into the tea leaves, it could just as easily be that they're combining camps with friends or participating in a village, or something along those lines. I'd say that they may also be taking the year off, but I think they've already previously announced intentions to come to the event this year and have had several fundraisers. They could also just be waiting to make any announcements (dramatic effect and whatnot).
But to get to the questions you asked. Yes, a camp or project's performance on the playa last year can impact their ability to get placed or approved in the next year. Actions have consequences, and all that. A yellow or red spot on its own isn't generally enough to get denied placement outright. The MOOP map is mostly intended as a tool for camps to see how they did, and identify areas they need to improve next time. Camps who don't make an effort to improve definitely run the risk of either not getting their first/second choice for placement, or losing placement altogether. There are lots of other factors, too. Safety issues/complaints, and sound policy issues, among many other things.
That was just speaking hypothetically, of course. To get the skinny on their placement or plans for this year, you may want to try reaching out to them directly via their Facebook page.

It's a shame that many followers of Robot Heart trash the deep playa when they set up shop out there. I remember dancing as the sun rose and looking down and seeing a bunch of garbage on the ground. I picked up what I could, but there's only so much I could haul out on my bicycle. Perhaps they could flash messages on their lcd panels to encourage LNT.. idk just a thought

I listen to last year's playa sets on soundcloud, there are parts during the recording (party) where the DJ kills the music and gets on the PA to announce that the music will not continue until every last scrap gets picked up. Maybe they just need to make these announcements a little more often for the different waves of people coming and going.

At the end of the Thugfucker mix from Sunday morning 2012. It's the only time I've heard them say anything about "pick up the trash" on a mix. I've seen Robot Heart crew members handing out MOOP bags many times though.
I'd honestly be heart broken if Robot Heart didn't make it out 2013..

I have no concrete information to add; however, just because they're not placed, doesn't mean they don't come. They're party is mobile, no placement just means they don't have prime city space for living quarters (which kind of makes sense, since they aren't in camp much). Seems like a good way to encourage them to think about a better camp MOOP plan.

Sadly, no. I've never met anyone from that camp, or been fortunate enough to see the Heart itself. The playa seemed pretty large last year.

Folks from Robot Heart are registered on ePlaya. If you do a search, you can find previous posts by them. However, I don't think they've been active in quite some time. Damian Lazaruswas morning set in 2011 was soooo worth it. head booping and moop stooping and wandering away with a warm fuzzy as the sun chased us home.
visiting a Deep playa music set comes with responsibility, bring moop bags and a good attitude. Don't like EDM? stay the fuck away.

im pretty sure the new sound regulations forbid an operation like robot heart from being mega loud in the deep playa ..and thereby ruining the quietude and such for those that want that..
it would be a shame if they ended up in D-Lot because of a sound policy violation.Vehicles with Level 3 systems may only play at high volume at 10:00 and 2:00 by the Large Scale Sound Camps, with speakers pointing out to the deep playa.

Lee Burridge updated his FB page counting down days to BM, and stated he was doing his usual Friday night/Saturday sunrise love fest. I'll take that as confirmation for me.
I still think they should advertise that if you parachute onto (or base jump from that power shovel onto) the bus, you get to DJ for an hour.
FWIW, Opulent Temple is out this year from what I've heard, as they took some flack for moop (but contested it). Anyway, that was from a 30 second conversation on the topic over a beer, etc., so take that w/ a shaker over salt.
