Whoops, I totally spaced on this yesterday... I'm giving this a nudge over to politics and philosophy, since that's a better fit.
My understanding is that the head of playa restoration (as well as I think the rest of the DPW leadership council) and other relevant stakeholders were involved in the decision to change the policy.

So the hotty with the feathers from last year that got pictures published all the over place, that is okay now..... I forget if we decided if it was okay then, but at least the powers that be smiled favorably on her in retrospect and gave this post-pardon. What I like about this is that while I am no hotty with a feather fetish, or her enablers, I can now relax knowing that my playa sins are only on ME. I can be a pretty forgiving person when it comes to the crap I do.because it's on YOU if they become MOOP

@Lonesomebri - It was already okay with Burning Man (as far as I know, the shoot was registered with media mecca). What was both uncool and unfortunate was all the people who used the dated policy as justification to treat the person horribly and bully the fuck out of her on the internet.

dont like PnP camps? = well we do so we are going to allow them

I still don't believe it's a business mainly interested in revenue generation. If they were to consistently break even with payroll met, I do not believe they would start compromising the principles in order to get profits up.

BTW I know several nonprofit organizations that pay their board members VERY well. It won't make the event any less expensive, maybe just a bit more transparent.

I suppose that if the org specifically tell everyone else that bacon was not allowed and then allowed photos of one person joyessly eating bacon at the burn, that might bring some bacon complaints. I think what had people most interested is that rules were laid down in writting for the masses to adhere to (no feathers) and then, I suppose, media mecca decided on who doesn't follow the same rules everyone else was requested to abide by. That "might" be the problem that caused the uproar that poor hotty was then subjected to. As with the moop issue, it's all on THEM. Rules, for the most part, are for stupid people. It's always been that way since the beginning of time, codified in the practice of religion. They keep people in line and help them do what's right when they can't figure it out for themselves.
A stupid person would bring feathers to the playa and leave a trail of them wherever they went. An insightful person would bring feathers only after assuring that they wouldn't shed and in the event that some did, would have a plan for mooping them up immediately.
Same with bringing glass to the playa, or pistachio shells, or party favors, etc. etc.

It may surprise you to learn that people who make rules will, from time to time, make exceptions to those rules on a case by case basis. Just like the Shady Asylum folks were given an exception approval to have grass on the playa last year (they submitted comprehensive plans to do it right and prevent moop). Every filming project on the playa that's not for personal use needs to go through the process of submitting proposals for review. By the way, a sure sign that the project has been approved and that Burning Man is okay with the content is that Burning Man is posting links to the pics. Stuff that doesn't have approval (for example, that deplorable champagne ad) doesn't end up getting promoted on the official FB/Twitter pages.
There is no justification for treating other people horribly or playing internet bully. Sure, express your disappointment or weigh in with an opinion, but persecuting others for perceived infractions of Burning Man's rules is misguided vigilanteism at best.

Not surprised that people making rules also make exceptions to those rules, nor surprised that others might see things in another perspective from the rule makers and the exceptions. I don't think the problem was that the complainers were as mad that the feather girl was flaunting the rules, as that the rules were being flaunted for that endevour. Again, it bothered people that they were told one thing while it was obviously not that important. Really not surprised that authorities telling all burners to not do something while having exceptions approved by the rule makers would bring out the ornery and snarky. Totally not surprised.
