AnswerGirl just sent some great information out via the Placement newlsetter, and after talking it over with her we agreed that this information should be posted on ePlaya as well, since lots of people who aren't in registered camps may be contracting for outside services and on-playa deliveries.

Anything from on-playa delivery of rental gear (RV's, yurts, bikes, forklifts, generators) to meal services, fuel or water delivery, and any other operation where money's changing hands for an on-playa delivery... this applies to that. Read below, and if it applies to you or someone you're doing business with, make sure everything's covered. That deadline's coming up!
Hello Fine Citizens of Black Rock City,

Every year the Black Rock City (BRC) LLC rents federal land from the Bureau of Land Management (BLM) to hold the Burning Man event. As renters, we are required to follow their rules. This year the BLM plans to widely enforce their requirement for commercial activities to have a Special Recreation Permit. This affects anyone who pays a commercial service to deliver goods to or services at Black Rock City. The BLM will have a compliance team at the event. Please don't get caught out!

This permit is in addition to the application you need to complete in order to work with Burning Man’s Outside Services Program (OSS).

This information does not apply to everyone, just people who pay to have things delivered to them on-playa. If you are bringing in all of your own materials, then proceed as normal. If you have no idea what I am talking about, this probably doesn’t apply to you.

The principle of radical self-reliance in the form of transporting your own trailers, box trucks, items strapped to cars & creatively packed vehicles to Burning Man, sometimes radical self-reliance on a larger scale can involve needing to make arrangements with outside commercial or industrial service providers.

If you or your group have contracted with an Outside Service Provider (OSS) that will need access to the event site to make deliveries in support of a project building the city’s infrastructure, the service provider will need a ticket or a delivery credential and won’t be able to enter the event site without one of these two things.

Your service provider (not you or your camp) must contact outside [email protected] Delivery Providers that wish to participate in this program must complete the Outside Services Program Application by Thursday, July 18.

They need to work with us directly in advance of the event to make sure they have the access they need, as opposed to showing up at the gate without a ticket and being turned away.

If you are an Outside Service Provider that needs to make deliveries to Black Rock City, you will need to fill out an online application to be considered for an Outside Services Provider Delivery Credential. If you are a group that has contracted with an Outside Service Provider for deliveries, make sure they know they need to do this!

The Outside Services Provider Delivery Credential is intended for professional, licensed trucking companies, transportation companies and other Outside Service Providers that have been contracted to deliver supplies, typically to support art projects, theme camps, and Black Rock City's infrastructure. The non-transferrable Delivery Credential is available only to established businesses, must be arranged for prior to the event, and is not intended for individuals or private parties.

Can we still do option #3 from http://burningman.com/themecamps/oss.html (one-time delivery ticket) without registering with outside services? (showing delivery driver is licensed insured ect...)

The drawbacks of this one-time delivery ticket vs registering with outside services is:
1. Delivery driver can only make one delivery, not multiple.
2. Delivery driver must wait in line at willcall which can be a long, dusty hassle.
3. Theme camp must give one of our precious early entry passes to our delivery driver.
4. Delivery driver must use his credit card at the gate and remember to "check out".

It would seem that this thread about the July 18 deadline is very much oriented to (option #4 from http://burningman.com/themecamps/oss.html) Outside Services Program and discussing One Time Delivery Tickets gets confusing?

My understanding is that because of this year's BLM permitting process, walk-up commercial delivery companies may not be able to operate at the event unless they've got a BLM permit. I'll check with the folks at outside services when I get an opportunity.

having just read through a buncha the permitting process stuff relating to some other unrelated subject..in terms of commercial use and special recreation permits and land usage...

and not being any sort of 'official' contact

it seems to me that no commercial entity would be allowed to operate without a special recreation permit of their own on the playa..judging by the federal code stuff stuff. (as per subpart 2932 section 2932.5 of the special recreation permit on 'commercial use)


BUT.

the stipulations of burning mans 2013 permit have an expanded new section (section 12 part B iv ) which wasnt there in 2012 (section 12 and no more info).. the new section mentions commercial use with an "and/or" for being permitted by BRC and/or BLM where-as in 2012 the only text was permitted by BRC and BLM.


perhaps this is something that might allow BRC to specify on their own who gets to operate commercially.. under their own SRP acting as an umbrella so others need not get an SRP

iii. BRC will inform the BLM’s Event Project Manager of unauthorized OSS
and AIR operators discovered at the event.
iv. Any OSS and AIR operators found operating unpermitted by BRC and/or
the BLM
at the event will be found to be noncompliance

eviction and/or citations for noncompliance with 43 C.F.R. § 2932
it seems to me, im not a lawyer, one could read that part to mean that BRC itself can decide what a permitted operator is.

As per the information that went out... the BLM permit (and fees) are a separate thing from any Burning Man OSS agreements and fees. In 2013 the BLM permit (and fees, etc) are needed by all such operations (technically, anybody doing any kind of on-playa delivery, as well as the freight, delivery, and travel operators would need a permit).
