Is it permissible to use a butane burner to boil water on the outer playa?

Why do you ask? A simple yes/no answer might miss the information you need unless you explain the motivation or situation that inspired you to ask.

Also, what do you mean by "outer playa". Do you mean a placed art project in the middle of the city? Or are you just talking about your camp?

We're wondering if we can make tea for burners on the outer playa (the area past the temple) during sunrise. Just wanted to make sure there weren't any regulations regarding butane burners outside the 'city'.

There are no regulations covering campstoves.

Just common sense. The main concern is always any kind of flame igniting a tent, camp, vehicle or fuel storage fire that could be spread by winds.

You are good to go.
