I mean it quite literally.
There are some areas that will empty out without the jobs.
No other choices.

My friend discovered this recently.
You can join the military, leave or be unemployed, in certain parts of the state.

True, and preventing that is key to even random privacy for the average person.
The best encryption should not look unusual.

Just seems they could do more damage lighting up alerts than anything else.

I'm not entirely sure there's a difference in the way I'm using that.
I may be wrong.
In theory, high security encryption could be made to look like low security encryption, so as to not attract special attention.

I would note that the desire for privacy and security has been officially designated as a suspicious activity by the government.

I'd expect any encryption to attract scrutiny.
I was thinking about code. Where simple words have a hidden meaning. Unless you have a stupid code that looks like nonsense, like "I'll take two and a half elephants, bring them to 4:20 & M".

Low grade encryption is common, unfortunately easy for anyone to crack, not just the nsa, dea, local cops, but the teenager down the street too.
So I'm guessing anyone looking for something interesting would look for the more secure forms, which would be easy in the past.
If it blends in, not so obvious.

Not that I would know anything about such things, so just guessing here.

No reason not to use code within a cipher.

Supposedly Kazinsky's by the book old school ciphers tied up the nsa for quite some time, because he followed the rules and kept it from being obvious.
Nothing new, just the traditional approaches, without sloppiness.
Of course, they eventually cracked it all.
I would have thought it would take days at worst though.
Or hours even.
