BNSF has usage rights on those tracks but does not own them as far as I know. I believe they are owned by the UP.
Traffic is light on them, and seems to be lighter with the shutdown of US Gypsum, which was the only serious user of the tracks in the area.
There are 3 possible rail scenarios:
1) Simply finding/booking an hour gap in track use, allowing a train to stop on the tracks in the Trego area for passengers and light cargo to get on/off and transfer to buses, art cars or their own bicycles. Unknown if practical to remove shipping containers in such a stop, those might have to go to Gerlach. This is obviously the cheapest option and shortest ride, if the UP could be convinced to allow it and that it's safe.
2) Construction of a railway siding along the tracks near the city, allowing safe transfer. UP might still be concerned having lots of people near the track while trains go past the siding, fencing might be needed as well. This is the ideal solution, but expensive and requires the most convincing.
3) Trains go to Gerlach and pull off on the existing siding for offload of shipping containers and passengers. Bus and truck shuttles to playa (using 12 mile entrance.) Almost surely the easiest to negotiate (but not even this has been practical in the past) but with the most work on shuttling logistics
Extra bonus credit -- arranging enough time on the track to go eastbound from the Patton village junction or similar to Gerlach instead of having to go to Winnemucca and backtrack. Probably difficult unless traffic has dropped a lot.

rule of thumb for new track construction is between $1 Million - $2 Million per mile, depending on who is constructing the track. Some rail clients need alot of track space to handle unit trains over a mile long. Below is a basic cost estimate for a mile long siding.

Yeah, let's pay for another lane of highway out to literally nowhere just so we can use it for one week a year. The idea is about as idiotic as buying solar panels only for use at Burning Man.

Funny...a couple of days ago there was a test of an experimental airship, near Tustin I think. Made for carrying heavy cargo. I believe the company was Worldwide Aeros or some such.

Since the BRC population is now capped for some years to come under the agreement with the BLM, population growth is not really a factor - just the problem of getting people in and out more efficiently. Although I too had some initial queasiness about it, now I hope we can drastically increase use of the Burner Bus.

i felt the uneasy as well until i got to see it first hand....i hitched out on monday to reno with one of the drivers....yeah, they got express lanes, but if you were willing to give up a "vehicle" and truly pack it in pack it out or have your logistics handled by others, then this is the way to go.I hope we can drastically increase use of the Burner Bus.
we are a large city, we need to continue to think in a civic manner as far as how to make things run like a swiss train.

public transportation will alleviate some of the inevitable issues that accompany 69,613 people driving to the same place.
