Just 'cuz it wasn't meant to be any sort of inside secret joke... a cow catcher is that scoop-looking apparatus on the front of an old steam locomotive, designed to knock cows out of the way of a train instead of smashing straight into them.

Given that every RV just about entering will have a bike rack with bikes on it, should one take off the rear plates and somehow attach them elsewhere on the rear of the RV to avoid any hassles? I wonder what the procedure for this would be with a rental RV?

If you're renting an RV, raise the obstructed plates issue up at the time you pick up your rental, if you think the placement of the bike rack may be a problem.

I cannot imagine any rental place not totally freaking out if they found out you took off the plate--even if you put it back. Even if it was only moved to another place on the back of the rv (why does that phrase sound so familiar?) and put back. I can see it becoming some sort of legal nightmare. They have to protect their fleet, that's their life blood, as it were, and driving the rv without a plate--or putting their plate on another vehicle--potentially puts them at all sorts of legal risk.
Plus, you'd be compromising your chances of ever renting from them again, or of their ever renting to another burner.
Like Trilo says, discuss this with them when picking it up, if not before. And people take their bikes on all sorts of rv trips, not just burningman, so it's not going to be an exotic problem.

Nevada requires front and back plates for Nevada registered vehicles except for motorcycles and ATVs.......but,
if your vehicle came from the factory without a front bracket, you don't need one. :?
I see cars daily in the Reno area with novelty plates: a sports team, a NASCAR driver, American flag, Confederate flag etc. and an issued plate on the dashboard just waiting to decapitate an occupant in the vehicle during a crash. :?
As far as mounting a rear plate on a bike because it's blocked, as Elliot said, DON"T FORGET THE LICENCE PLATE LIGHT. As easy as it might seem to mount a bike headlight aimed at the plate, that might be illegal, and probably is. I've thought that myself but I'll wire a licences plate light somehow.

That's why semi tractors have the annual sticker on the front plate.
I have never heard of a problem so long as the officer can read the car's rear plate, and annual sticker, while it is parked. It is simply not possible to avoid obscuring the view of the front vehicle from behind the rear vehicle, and I believe this is generally understood and accepted.
But if the officer walks to the front of the trailer and finds the car's plate obscured by a bicycle, look out.

(As I understand it.)

You'd think the front one would go first.
I have Esmeralda (ES) county plates on my car and Lyon (LY) county on my truck. The blue on each is fading and chalky. '
The white lettering on the Esmeralda plates has flaked off so now the lettering is silver.

Good News for this Portlander. The rental company that I laid down my deposit with says they have their plates mounted off to the side. Those guys have thought of everything!
