I would imagine that every drop of water the flows from that ground is now theirs. From the last Environmental Assessment:
Approximately six million gallons of water per year would be obtained from groundwater wells
at Fly Ranch to water approximately 55 miles of street and five miles of gate road on a daily basis
and all truck entry points and dunes within the City would be watered during event clean-up.
EDIT:
I just read the water quality test results. Probably a good idea to plug all orifices if you chase the water truck.

Festival organizers announced today they’ve closed on a deal on Fly Ranch, a 3,800-acre property in Washoe County, Nevada, for $6.5m, half what owner Sam Jasick asked for a few years ago (he has since passed away, and his son Todd was more interested in closing the sale). At recent Burning Man festivals, organizers said they were taking potential investors on tours including well-known burners and technologists SpaceX founder Elon Musk, Google co-founder Sergey Brin, and Airbnb executive and Burning Man board member Chip Conley. None have confirmed involvement in the Fly Ranch deal.

As to the comment on water rights, they would get whatever water rights are already allocated to the ranch with the purchase. Standard practice when buying ag land.
