The operations plan would include a variety of BRC evacuation plans. Having drivable shoulders would really help bring evacuated vehicles to 447 N & S at the Y.

If there are drivable shoulders, they WILL be driven on, both inbound and outbound, emergency or not. Nature abhors a vacuum, ( Aristotle et al., Physics, Book IV, section 8 ) and some burners will not be able to resist an "empty" alternate lane.
