Technically correct. If we were speaking Latin.

However, completely wrong. Look it up in any dictionary (I have Mirriam Webster handy):

a : to reduce drastically especially in number <cholera>
b : to cause great destruction or harm to <firebombs> <an>
Your definition is only one of many.

The meaning of words change, they are not static. Decimate has meant "great destruction" for quite a while (if I was still employed my subscription to the OED wouldn't have expired & I could give you more exact dates)

Example, also using Latin: do you really want to receive salt instead of money for your salary? Salary "means" salt.

'decimate' changed from being specific to the 1/10th portion into the more general sense around 1845, according to the OED (old school, large tome and magnifying glass)...
