However, completely wrong. Look it up in any dictionary (I have Mirriam Webster handy):

a : to reduce drastically especially in number <cholera>
b : to cause great destruction or harm to <firebombs> <an>
The meaning of words change, they are not static. Decimate has meant "great destruction" for quite a while (if I was still employed my subscription to the OED wouldn't have expired & I could give you more exact dates)
Example, also using Latin: do you really want to receive salt instead of money for your salary? Salary "means" salt.
